The Category "Written Presidential Orders" includes the following kinds of documents in the APP archives:  Executive Orders, Proclamations, Designations, Determinations, Memorandums (including "National Security Presidential Memorandums" but excluding some memorandums that are not actually orders), Notices (regarding national emergencies), Presidential Permits, Documents simply entitled "Order--" (including Sequestration Orders), and Grants of Executive Clemency (when announced through a Presidential document).  It is important to note that documents in this category include purely ceremonial or symbolic orders (especially common with Proclamations) and orders that seem to be purely administrative rather than touching on policy.  Some "Letters" are in fact orders and when possible we assign them to this category.
