STATEMENT OF ADMINISTRATION POLICY

The Administration strongly supports passage of S.J. Res. 7, a joint resolution providing for congressional disapproval of the rule issued by the Federal Communications Commission (FCC) relating to "Addressing the Homework Gap Through the E-Rate Program."
This rule expanded the FCC's E-Rate program beyond its statutory mission, far exceeding FCC's authority under the law. It effectively caused FCC to act as a social welfare agency rather than a regulator of communications infrastructure, and it passed the costs of this action on to American families, small businesses, and consumers.
If S.J. Res. 7 were presented to the President in its current form, his senior advisors would recommend that he sign it into law.
