STATEMENT OF ADMINISTRATION POLICY

The Administration supports H.R. 77, the Midnight Rules Relief Act. Through amendments to the Congressional Review Act, this bill would refine the process by which Congress can disapprove regulations that were issued near the end of a President's term - so called "midnight rules." It would allow Congress to combine multiple regulations into a single resolution of disapproval, streamlining the repeal process. It would also widen the scope of regulations that can be disapproved by Congress to include any rules issued during the final year of a President's term. These changes support this Administration's deregulatory initiatives by enabling Congress to swiftly and permanently undo costly and harmful regulations implemented at the end of the previous Administration.
If the President were presented with H.R. 77, his advisors would recommend that he sign this bill.
