On Wednesday, July 21, 2004, the President signed into law:
S. 15, the "Project BioShield Act of 2004," which authorizes appropriations to help develop, procure, and make available countermeasures against chemical, biological, radiological, or nuclear weapons that could cause public health emergencies affecting national security.
