Statement by the Press Secretary on H.R. 3321 and S. 1637

On Tuesday, November 29, 2011, the President signed into law:

H.R. 3321, the "America's Cup Act of 2011," which facilitates the hosting in the United States of the 34th America's Cup by allowing participation by certain competing and supporting vessels that might otherwise be prohibited by Federal coastwise trade laws; and waives or clarifies the application of Federal coastwise trade laws to seven named vessels; and

S. 1637, the "Appeal Time Clarification Act of 2011," which clarifies in statute that, in any civil action in which a current or former Federal officer or employee is sued in an individual capacity for an act or omission occurring in connection with duties performed on behalf of the United States, the time to appeal for all parties is 60 days.
