On Monday, November 17, 2003, the President signed into law:
H.R. 1442, which authorizes the establishment of an underground Vietnam Veterans Memorial Visitor Center near the Veterans Memorial, and prohibits any new commemorative works in a "Reserve" area along the National Mall;
H.R. 3288, which amends the definition of a qualifying State under the State Children's Health Insurance Program (SCHIP) to allow certain States to use SCHIP funds to pay for the health care of certain children who are currently Medicaid-eligible;
S. 677, the "Black Canyon of the Gunnison Boundary Revision Act of 2003," which expands the boundaries of the Black Canyon of the Gunnison National Park and Gunnison Gorge National Conservation Area in western Colorado; and
S. 924, which authorizes a land exchange between an Alaska Native Village Corporation and the Department of the Interior.
