Statement on Famine Relief for China.

September 04, 1931

THE PRESIDENT said:

"The Chinese Government has accepted the proposal of the Farm Board for the purchase of wheat and flour, to be used exclusively for famine relief purposes, on terms of payment over a period of years.

"The Chinese Government undertakes the transportation, and it has given assurances that it will give equal opportunity to American flagships in the charters made for this purpose."The amount at present settled is about 15 million bushels."

Note: The Government of the Republic of China agreed to purchase, at market prices, 450,000 tons of wheat, and to make payments from 1934 to 1936 with 4 percent interest.
