Statement of Administration Policy: S.J. Res. 77 - A Joint Resolution Terminating the National Emergency Declared to Impose Duties on Articles Imported from Canada
STATEMENT OF ADMINISTRATION POLICY

The Administration strongly opposes S.J. Res. 77. This resolution would undermine the Administration's ability to protect Americans from the flow of illicit drugs across the northern border by terminating the national emergency the President declared on February 1, 2025.
Canada failed to devote satisfactory resources to arrest, seize, detain, or otherwise intercept drug trafficking organizations, human traffickers, criminals at large, or illicit drugs, and retaliated against the United States in response to Executive Order 14193. The continued flow of illicit opioids and other drugs across our northern border has profound consequences on our Nation, endangering lives and putting a severe strain on our healthcare system, public services, and communities.
Swift and decisive action is needed to end this public health crisis and national emergency. This Administration will not stand by and allow our sovereignty to be eroded, our laws to be disregarded, our citizens to be endangered, or our borders to be disrespected. Access to the U.S. market is not a right. President Trump is leveraging the power of the U.S. market to force Canada to devote sufficient attention and resources to curb this unusual and extraordinary threat.
For these reasons, if S.J. Res. 77 were presented to the President in its current form, his advisors would recommend that he veto it.
