STATEMENT OF ADMINISTRATION POLICY

The Administration strongly supports passage of S.J. Res. 11, a joint resolution to disapprove the rule submitted by the Bureau of Ocean Energy Management relating to "Protection of Marine Archaeological Resources." This rule requires oil and gas lessees and operators to submit an archaeological report for certain exploration or development activities on the Outer Continental Shelf to protect marine archeological resources like shipwrecks and so-called "cultural resources."

Such a rule impedes increases in domestic energy production, weakening energy independence, and raising costs for consumers. The United States has the potential to use its unrealized energy resources, creating jobs and economic prosperity for Americans, improving the United States' trade balance, helping our country compete with hostile foreign powers, strengthening relations with allies and partners, and supporting international peace and security. This Administration will continue to put the physical and economic wellbeing of the American people first.

For these reasons, if S.J. Res. 11 were presented to the President in its current form, his advisors would recommend that he sign it into law.
