Statement of Administration Policy: Senate Amendment to H.R. 5371 - Continuing Appropriations and Extensions Act

STATEMENT OF ADMINISTRATION POLICY

The Administration strongly supports the Senate Amendment to H.R. 5371. This bill finally puts an end to the senseless Government shutdown—the longest in history— forced upon the American people by congressional Democrats.

H.R. 5371, as amended, includes a clean continuing resolution (CR) that funds most of the Government through January 30, 2026, as well as three measures that provide full-year appropriations for agriculture, rural development, the Food and Drug Administration, military construction, the Department of Veterans Affairs (VA), and the Legislative Branch. In addition, the bill would extend authorities for key programs, some of which lost funding at the end of the fiscal year.

Importantly, this clean bill does not contain any of the partisan, "poison pill" provisions demanded by the Democrats leading up to the shutdown. Further, this is a fiscally responsible package that provides the full-year funding necessary to support the Nation's veterans, farmers, and rural communities. H.R. 5371, as amended, also ends disruptions to programs the American people rely on and ensures the thousands of Federal employees who have been forced to work without a paycheck, such as air traffic controllers, will be promptly paid.

The Administration urges every Member of Congress to support this responsible, good-faith product to finally put an end to the longest shutdown in history.

If this bill were presented to the President in its current form, he would sign it into law.
