STATEMENT OF ADMINISTRATION POLICY

The Administration strongly supports H.R. 4, the Rescissions Act of 2025. On June 3, 2025, the President exercised his authority under the Congressional Budget and Impoundment Control Act of 1974 (ICA) to transmit a special message to the Congress requesting $9.4 billion in rescissions of previously appropriated funding. This bill mirrors the President's request and represents an important step toward bringing the Nation's fiscal house in order.
Since 1974, both Democratic and Republican Presidents have used the ICA to propose over $100 billion in reductions to Federal spending. In light of our Nation's current fiscal situation—the national debt is now nearly $37 trillion—the Administration and the Congress must use every fiscal tool at their disposal to curtail Federal spending.
H.R. 4 would rescind radical and wasteful foreign assistance spending at the Department of State, the U.S. Agency for International Development, and the U.S. Institute of Peace amongst other foreign assistance programs. These rescissions would eliminate programs that are antithetical to American interests and values, such as funding radical gender ideology, "equity" programs, and policies that threaten our energy security. In addition, H.R. 4 would rescind Federal spending on the Corporation for Public Broadcasting, which subsidizes a public media system that is politically biased at the taxpayers' expense.
The Administration is fully committed to working with the Congress to identify additional opportunities to put the Nation's fiscal house back in order.
If H.R. 4 were presented to the President in its current form, his advisors would recommend that he sign the bill into law.
