STATEMENT OF ADMINISTRATION POLICY

H.R. 2931 - Save SBA from Sanctuary Cities Act of 2025

The Administration strongly supports passage of H.R. 2931, the Save SBA from Sanctuary Cities Act of 2025, and H.R. 2966, the American Entrepreneurs First Act of 2025. Far too many state and local officials have chosen to endanger their citizens and undermine U.S. sovereignty through the establishment of sanctuary jurisdictions. These officials should not be incentivized to maintain their dangerous policies.
When the Small Business Administration (SBA) provides loans and services to small businesses, their work promoting the American dream should prioritize Americans. It should never subsidize the dangerous policies and decisions of elected officials who would choose to undermine the rule of law and exacerbate the invasion of our nation. H.R. 2931 would ensure that the SBA begins relocating its offices currently located in sanctuary jurisdictions to jurisdictions that work with Federal law and immigration enforcement authorities. H.R. 2966 would ensure that SBA loans are prioritized for U.S. citizens and nationals and Lawful Permanent Residents, rather than aliens who are only temporarily present or have abused legal protections, such as asylees, refugees, or illegal aliens whose deportation has been deferred.
If H.R. 2931 and H.R. 2966 were presented to the President in their current form, his advisors would recommend that he sign the bills into law.
