
Statement of Administration Policy: H.R. 27 - Halt All Lethal Trafficking of (HALT) Fentanyl Act
STATEMENT OF ADMINISTRATION POLICY

The Administration strongly supports enactment of the HALT Fentanyl Act. This legislation would permanently classify fentanyl-related substances (FRS) as Schedule I under the Controlled Substances Act. China is the primary source of precursor chemicals used to produce deadly FRS trafficked into the United States across our borders. In 2018, under the first Trump Administration, the Drug Enforcement Administration temporarily classified FRS as Schedule I in order to protect the public from these dangerous substances. Congress has extended that temporary scheduling order multiple times since then. The HALT Fentanyl Act would permanently extend the 2018 Schedule I classification for FRS, which is set to expire on March 31, 2025. It is vitally important that Congress make this classification permanent so that law enforcement has the tools it needs to keep these extremely lethal and dangerous drugs off of our streets.
If H.R. 27 were presented to the President in its current form, his advisors would recommend he sign it into law.
