
Statement of Administration Policy: H.R. 22 - Safeguard American Voter Eligibility (SAVE) Act
STATEMENT OF ADMINISTRATION POLICY

The Administration strongly supports passage of H.R. 22, the Safeguard American Voter Eligibility (SAVE) Act. This bill would enforce a principle long enshrined in our laws: only citizens of the United States may vote to choose the leaders of the United States. While Federal law explicitly prohibits foreign nationals from registering to vote or voting in Federal elections, loopholes and deficiencies in the National Voter Registration Act (NVRA) have allowed noncitizens to illegally register to vote and hindered States' ability to stop it.
Through amendments to the NVRA, the SAVE Act would end the lawlessness by requiring States to obtain proof of United States citizenship before registering an individual to vote in Federal elections, while establishing safeguards to ensure every citizen is able to register. The bill would also require States to regularly remove noncitizens from their existing voter rolls and provide the tools necessary to do so. Even more fundamental than enforcement of Federal law, the bill will increase the public's confidence in the fairness of our elections and the validity of their results.
If H.R. 22 were presented to the President in its current form, his advisors would recommend that he sign it into law.
