STATEMENT OF ADMINISTRATION POLICY

The Administration strongly supports passage of H.J. Res. 78, a joint resolution to disapprove the rule submitted by the United States Fish and Wildlife Service relating to "Endangered and Threatened Wildlife and Plants; Endangered Species Status for the San Francisco Bay-Delta Distinct Population Segment of the Longfin Smelt."
The rule unnecessarily imposes undue restrictions on the local agriculture, logging, and mining industries, hampering economic progress and increasing compliance costs for American businesses.
For these reasons, if H.J. Res. 78 were presented to the President in its current form, his advisors would recommend that he sign it into law.
