The Administration strongly supports passage of H.J. Res. 61, a joint resolution to disapprove the rule submitted by the Environmental Protection Agency relating to "National Emission Standards for Hazardous Air Pollutants: Rubber Tire Manufacturing." Issued on November 29, 2024, the rule sets National Emission Standards for Hazardous Air Pollutants for the manufacturing of rubber tires, pneumatic casings, inner tubes, and solid and cushion tires for all types of vehicles, airplanes, and farm equipment. It also imposes continuous emission testing and compliance demonstration requirements on the rubber manufacturing industry.
Despite EPA's own 2020 Risk and Technology Review finding that the risk associated with air emissions from rubber tire manufacturing were acceptable, the previous Administration still chose to impose stringent emission limits that may not even be feasible for all facilities, leading to undue burdens on the industry without clear, corresponding environmental benefits.
The Administration is committed to reducing regulatory burdens on American businesses and consumers, and this misguided rule imposes significant new costs each year for the rubber tire manufacturing industry.
If this bill were presented to the President in its current form, his advisors would recommend that he sign it into law.
