Statement of Administration Policy: H.J. Res. 130 - Joint Resolution Providing for Congressional Disapproval of the Rule Submitted by the Bureau of Land Management Relating to "Buffalo Field Office Record of Decision and Approved Resource Management Plan Amendment"
STATEMENT OF ADMINISTRATION POLICY

The Administration strongly supports passage of H.J. Res. 130, which would disapprove the Record of Decision and Approved Resource Management Plan Amendment issued by the Bureau of Land Management during the previous Administration. The 2024 Biden-era Buffalo Field Office Record of Decision and Approved Resource Management Plan Amendment effectively shuts down all future coal leasing in Wyoming's Powder River Basin.
Coal is critical to meeting the rise in electricity demand in the great resurgence of domestic manufacturing and the construction of artificial intelligence data centers. This disastrous decision blocks over 48 billion short tons of coal from leasing and production across the Powder River Basin, destroys high-paying Wyoming jobs, furthers the War on Coal, hinders economic growth, and drives up energy prices nationwide. By restricting access to this mineral, this misguided decision undermines President Trump's energy dominance agenda and severely erodes America's energy security by increasing our reliance on foreign countries, some of which are opening two coal plants every week. President Trump will no longer let coal go underutilized or limit America's preeminence in powering the engine of innovation.
President Trump is committed to coal miners and the beautiful, clean coal that keeps the lights on for all Americans. He will continue to unleash American energy dominance and end the War on Coal and the "America Last" energy policies of the Biden Administration. The Trump Administration will continue its mission to unleash America's affordable and reliable energy, drive down energy prices, and put American workers, miners, families, and consumers first.
For these reasons, if H.J. Res. 130 were presented to the President in its current form, his advisors would recommend that he sign it into law.
