Special Message

To the Senate and House of Representatives:

I transmit herewith, for the consideration of Congress, a communication from the Secretary of War, dated the 10th instant, inclosing one from the Chief of Ordnance, together with one from Lieutenant-Colonel D. W. Fagler, commanding the Rock Island Arsenal, Ill., setting forth the insufficiency of the sum appropriated by the sundry civil appropriation act of August 7, 1882, for the deepening of the water-power tail-race canal at that arsenal, and recommending that a special appropriation of $20,000 be made for the completion of said work.
