I transmit herewith a concluding report from the Secretary of State of the 17th instant, and its accompanying papers, relative to Thomas Shields and Charles Weber, who were imprisoned at Apart, Mexico, and whose cases formed the subject of the resolution of the House of Representatives of February 6, 1882.
