To the Senate of the United States:
Referring to the message of the President of the United States dated February 2, 1885, I transmit herewith, for your consideration, a report from the Secretary of State, inclosing a translation of the convention for the protection of industrial property, of the protocole de cloture of said convention, and of a protocol proposed by the conference of 1886 for ratification by the Governments which have adhered to the convention.
