Proclamation 3107—Revocation of Proclamation No. 2626 of October 11, 1944 Relating to Service Courts of Friendly Foreign Forces Within the United States

A Proclamation

Whereas under the authority vested in him by section 6 of the act of June 30, 1944, entitled "An Act to implement the jurisdiction of service courts of friendly foreign forces within the United States, and for other purposes" (58 Stat. 645), the President of the United States by Proclamation No. 2626 of October 11, 1944, extended the powers and privileges provided in that act to the Government of the United Kingdom and the Government of Canada; and

Whereas the United States has entered into an international agreement entitled "An Agreement between the Parties to the North Atlantic Treaty Regarding the Status of Their Forces", which was signed at London on June 19, 1951, and ratified by the Senate on July 15, 1953; and

Whereas the Government of the United Kingdom and the Government of Canada are signatories of that agreement; and

Whereas Article VII of that agreement grants specific powers and privileges to the parties thereto, including the Government of the United Kingdom and the Government of Canada, with respect to the jurisdiction over offenses committed by members of their armed forces:

Now, Therefore, I, Dwight D. Eisenhower, President of the United States of America, acting under and by virtue of the authority vested in me by section 6 of the aforesaid act of June 30, 1944, do find and declare that the powers and privileges provided in that act to implement the jurisdiction of courts-martial or other military tribunals of friendly foreign forces within the United States are no longer necessary for the maintenance of discipline of the military, naval, or air forces of the United Kingdom and Canada within the United States; and I hereby revoke the aforesaid Proclamation No. 2626 of October 11, 1944.
