WH pool report 2 — South Lawn scene

Pool was led out to the South Lawn for the 10 am arrival ceremony.

A stage with a lectern has been set up just south of the South Portico, with a clear area ahead of it (where Marine 1 typically lands).

To the sides and behind the press riser are roped off areas where thousands of invited guests — the vast majority, it appears, Indian-American - have gathered. Many are waving small Indian and US flags.

Some were chanting "Modi, Modi."

Orchestral music is coming over the loudspeakers (Battle Hymn of the Republic right now) as a light drizzle comes down.

This is an open press event that is also being streamed on the WH web site.

WH pool report 5 — Modi arrival

Indian Prime Minister Narendra Modi, who is staying at Blair House a few hundred feet down Pennsylvania Avenue from the White House, arrived at the South Lawn via motorcade at 1008, taking the long way around.

Minutes before, rows of soldiers, sailors, Marines, members of the Coast Guard, filled in ahead of the stage in full dress uniform.

Modi was greeted by President Biden and the first lady in front of the South Portico, who had emerged from the building just before Modi's SUV pulled up.

They have taken the stage after visiting briefly with their top aides assembled just off the to the side.

This event is open press and being streamed on the WH web site. As a reminder.

WH pool report 6 — remarks over

The president began speaking at 1016.

He welcomed Modi back to the White House, saying that the US-India relationship would be among the defining ones of the 21st century.

(An interpreter followed each paragraph or so with a Hindi translation.)

He spoke of the Quad partnership and its importance for the Indo-Pacific, of working together on issues from health care and climate change to countering Russia's invasion of Ukraine.

"As democracies, we can tap into the talents of all our people."

He called freedom of expression and religious diversity core principles of both nations.

Biden mentioned the Indian diaspora, some 7,000 of whom were in attendance, which includes VP Kamala Harris.

Modi took the lectern at 1028, speaking mainly in Hindi, which was translated periodically.

He thanked the president for the state dinner invitation, his first since becoming prime minister in 2014.

Modi said both countries took pride in their diversities and shared basic democratic values. He mentioned that he would making his second address to a joint meeting of Congress later this afternoon. "I am deeply grateful for this honor," he said through the interpreter.

He finished at 1037, and the two men stepped off the stage at 1039.

Note from before the speeches: as the Marine band played the Indian national anthem, most of the guests knew all the words and along.

CORRECTION FROM PVS POOL REPORT: Modi is staying at the Willard Hotel a few blocks away, not at Blair House, per the White House press office.

The president, in a navy suit, and the prime minister, in traditional Indian tunic and trousers and a blue pullover, entered the Oval Office at 1050 after walking down the West Wing colonnade.

Pool was led in at 1053, and the two were seated.

Biden, reading from a large note card, spoke about his first visit with Modi 10 years ago as vice president, when he said that India and the United States would have to build a relationship small step by small step.

"Over the past 10 years, those small steps have transformed into large progress," he said, pausing periodically so an interpreter could translate into Hindi.

"I look forward to discussing how we can strengthen our partnership and build a future together worthy of both our peoples, one grounded on democracy, human rights, freedom and the rule of law."

Modi, reading in Hindi from notes from a two-ring binder, again thanked Biden for the invitation. An interpreter translated into English.

"In today's rapidly changing global situation, all eyes are on the two largest democracies in the world: America and India."

On the question of Prime Minister Modi's crackdowns against press freedoms and religious minorities in India, he said in Hindi, with an interpreter translating into English, that democracy was a foundational value in India, and that there was no sort of discrimination at all in his country, and that he was "surprised" that people were raising this issue.

"India is a democracy. Democracy is in our DNA. Democracy is our spirit. Democracy runs in our veins."

"There is absolutely no space for discrimination."

"There is absolutely no discrimination."

President Biden, asked about what efforts he had made to push Modi on human rights, repeated general comments about the importance of democracy and individual freedoms and human rights.

"The prime minister and I had a good discussion about democratic values."

"There's an overwhelming respect for each other because we're both democracies."

"I believe in the dignity of every citizen."

Biden, asked about whether his comment that Chinese leader Xi Jinping was a "dictator" would cause problems with relations with that country, said it would not.

He said that his using language reflecting "what I think is fact" about China was not going to complicate the relationship.

"I don't think it's had any real consequence."

In their prepared remarks delivered prior to taking questions, both men repeated earlier points that the countries are strong allies and becoming stronger. Biden said that Modi's visit will be the occasion to announce new agreements on investment in high tech industries, an increase in the number of Indian students studying here and the opening of new consulates in each other's countries.

President Biden, Jill Biden and Prime Minister Modi came down the Grand Staircase in White House, beside the portrait of President Obama, at 1906.

WH pool report 23 - state dinner toasts

Pool was led across the South Lawn down to a "tent" set up beside the fountain, which is more of a pavilion, where the dinner is being held.

Trolleys ferried guests around the driveway from the White House, who then entered through a covered walkway, serenaded by a string band.

Hunter Biden was among those in the trolley that arrived just as pool was being escorted in.

There was much green decor inside — tablecloths, roof, decorative hangings, walls, trees, etc.

The Marine Corps orchestra was on stage, playing My Cherie Amour as pool entered.

WH pool report 24 — state dinner toasts, part 2

The president, the first lady and Prime Minister Modi were introduced at 2025 and made their way forward to the strains of Hail to the Chief.

Biden and Modi offered brief remarks, and in turn offered pre-dinner toasts.

"The good news for both is us, neither of us drinks," Biden said, waiting for glasses to be brought to them. "Ginger ale, okay."

The president repeated his frequent joke about his grandfather having told him that if you offer a toast with a non-alcoholic drink, you must do it with your left hand.

"Two great nations, two great friends, and two great powers. Cheers."

Your pooler then learned that the Hindi translation for "cheers" is, in fact, "cheers."

Modi again thanked Biden for the invitation. "You are soft spoken, but when it comes to action, you are very strong"

He then offered a toast "to liberty and the everlasting bonds of friendship between India and the United States."

The pool was escorted out of the dinner tent/pavillon at 2051.

WH pool report 25 — entertainment

Pool was escorted back to the dinner structure at 2208, as the guests were finishing up their desserts.

First Lady Jill Biden took the stage and first thanked the chefs:

"I know it was a great meal, it was a vegetarian meal, but I know it was a great meal because Joe ate it."

She then introduced violinist Joshua Bell, who performed a Vivaldi piece with the Marine Corps Chamber Orchestra.

There was more entertainment to come, but not for the pool, which was escorted out at 2215.

Per the WH press office:

Guests will enjoy a musical selection by Joshua Bell, American violinist and composer, accompanied by "The President's Own" United States Marine Band Chamber Orchestra, followed by a performance by Penn Masala, a South Asian A Cappella Group led by students at the University of Pennsylvania.

Foreign Pool Report # 1

Hi,

I am your foreign pooler on this historic day -- celebration of democracy and meeting of the leaders from the two largest democracies of the world. In the morning from the South Lawns of the White House, you will see several thousand Indian Americans for the Welcome ceremony.

Indian Americans have come from as far as Texas, California. But a large number of them are from the DMV area and New York and New Jersey and they have come in several dozens of buses. Some of the buses in New Jersey, I have been told, left early in the morning to arrive here by 7.30 am. Yesterday, I met a few Indian Americans at Freedom Plaza who said they drove around 700 miles from Tennessee to attend this ceremonial welcome. A group of Indian Americans took a charter flight from Texas to be here. This could be one of the largest gatherings during a welcome ceremony in recent years.

The Prime Minister arrived here yesterday. In addition to the events at the WH, the PM would address a Joint meeting of the US Congress. This is his second address to the US Congress and the only Indian leader to do so. Only a few world leaders have addressed the Joint Meeting of the Congress more than once.

Among his other important engagements while he is in town till Friday would be meeting with leaders from the corporate sector, and addressing the Indian Diaspora at Ronald Regan building Friday evening.

From here PM Modi travels to Egypt before heading back to India.

I am told there would be a series of announcements and quite a number of fact sheets being issued throughout today. And of course a joint statement. Please look at the background briefing by senior administration officials yesterday, which will give you a sense about the things to come in the next couple of hours.

I will keep you posted throughout the day

Your foreign pooler is in the south lawns now. Thousands of Indian Americans have gathered here from across the U.S., but mostly from DMV and NEw York and New Jersey area. In my 15 years of covering WH, I haven't seen such enthusiasm and energy.

People are singing songs, chanting slogans in favor of PM Modi and President Biden. From young kids, to senior citizen. It looks like a festival here. Indian Americans are having Indian and US flags, waving.

Not to miss the point that more than 60 journalists from India have come to cover this event.

And now waiting for the two leaders.

PM Modi along with POTUS and FLOTUS arrived at the pavilion at 8.26 pm.

This evening is made special by people of the two countries.

PM referred to their meetings in Japan wherin POTUS mentions about his problem of inviting guests.

PM said I hope you were able to fit in everyone tonight.

Indian Americans have come a long way in this country and they have played a significant role in the development of this country. They are contributing in every field. They are making their mark everywhere. And now some of them are in the White House.

With every passing day Indians and Americans understand better.

Amidst the love for baseball, cricket is getting popular in the US. US team is trying its best to qualify for World Cup in India this year. I wish them all the best.

PM then applauded the public service of President Biden. I first met you nearly a decade ago. You are soft spoken but when it comes to action you are very strong.

Today me and Pres Biden spoke on a wide range of issues. I think our teams got tired of taking notes.

PM said, during his 2014 banquet, I could not eat because of Navaratri. I remember you were asking what I am going to eat. But could not as I was on fasting.

PM said he will make it up for that today.

PM asked everyone to join him in raising a toast.

PM concluded his speech at 8.50 pm.
