Pipeline Safety Message to the Congress Transmitting a Report.

To the Congress of the United States:

I hereby transmit to Congress the Department of Transportation's annual report on pipeline safety. The submitted report covers pipeline safety and related activities for the calendar year of 1979. This combined report is prepared as required by section 213 (c) of the Hazardous Liquid Pipeline Safety Act of 1979.

This report is the Department's First Annual Combined Report on Pipeline Safety for 1979. The combined reports are: the 12th Annual Report of the Natural Gas Pipeline Safety Act of 1968 as amended, submitted in accordance with section 16 of the Act; and the First Annual Report of the Hazardous Liquid Pipeline Safety Act of 1979 in accordance with section 213(a) of this Act.
