The President today announced the appointment of Richard C. Armstrong as a Commissioner representing the U.S. Government on the Ohio River Valley Water Sanitation Commission. He replaces Donald Williams, resigned.
Armstrong, 40, has been with the Army Corps of Engineers since 1960. Since 1976 he has been Chief of the Engineering Division, Ohio River Division, of the Corps.
