Memorandum on Transfer of Funds in Support of Jordan's West Bank/Gaza Program

Memorandum for the Secretary of State

Pursuant to the authority vested in me by Section 610(a) of the Foreign Assistance Act of 1961, as amended (the "Act"), I hereby determine that it is necessary for the purposes of the Act that up to $2 million appropriated to carry out the provisions of Section 219 of the Act for the Israel Prototype Desalting Plant be transferred to, and consolidated with, funds made available under Section 531 of the Act (Economic Support Fund), subject to the limitation that funds so transferred shall be available only to support the Jordan/West Bank program.

This determination shall be reported, pursuant to Section 652 of the Act and Section 514 of the Foreign Assistance and Related Programs Appropriations Act, 1987, to the Committee on Foreign Relations and Committee on Appropriations of the Senate and to the Speaker of the House of Representatives and the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives. It shall be effective immediately and the transfer shall be implemented upon completion of the congressional notification period necessary for deobligation and reobligation of foreign assistance funds and shall be published in the Federal Register.
