Memorandum for the Secretary of State
As required by section 226(d) of the Foreign Assistance Act of 1961, as amended ("the Act"), I have determined that $ 437 million in loan guarantee authority must be deducted from the amounts authorized for fiscal year 1994 in section 226(b) of the Act.
You are authorized and directed to transmit this determination to the Congress and to arrange for its publication in the Federal Register.
