Memorandum for the Secretary of State

Subject: Transfer of $4.6 Million in FY 94 Foreign Military Financing Funds to the Economic Support Fund for Assistance for Guatemala as a Peace Fund

Pursuant to the authority vested in me by section 610(a) of the Foreign Assistance Act of 1961, as amended (the "Act") (22 U.S.C. section 2261), I hereby determine that it is necessary for the purposes of the Act that $4.6 million of funds made available for section 23 of the Arms Export Control Act, be transferred to, and consolidated with, funds made available for chapter 4, Part II of the Act.

I hereby authorize the use of the aforesaid $4.6 million in the funds made available above under chapter 4 of Part II of the Act to set aside a Guatemala Peace Fund to provide economic assistance to promote peace and stability in Guatemala.

You are hereby authorized and directed to report this determination immediately to the Congress.

This determination shall be published in the Federal Register.
