By the authority vested in me as President of the United States by Section 301 of Title 3 of the United States Code, I hereby authorize the Director of the Office of Management and Budget to submit the notification required by Section 252(a)(2)(B)(iii) of the Balanced Budget and Emergency Deficit Control Act of 1985.
This memorandum shall be published in the Federal Register.
