Memorandum for the Secretary of State

Pursuant to Section 143(b)(3) of Public Law 99-93, as amended by Section 702 of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989 (Public Law 100-204), I hereby determine that the International Civil Aviation Organization, the International Labor Organization, the United Nations Industrial Development Organization, the World Health Organization, and the World Meteorological Organization have made substantial progress toward the adoption and implementation of decision-making procedures on budgetary matters that assure that sufficient attention is paid on these matters to the views of the United States and other member states which are major financial contributors.

You are authorized and directed to report this determination to the Congress and to publish it in the Federal Register.
