Memorandum for the Secretary of State

Pursuant to section 584 of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1995 ( Public Law 103-306), I hereby determine that the provision of funds to the Government of Russia is in the national security interest of the United States.

You are authorized and directed to notify the Congress of this determination and to publish it in the Federal Register.
