Letter to Congressional Leaders Transmitting a Report on the United States Strategy To Defeat the Islamic State of Iraq and Syria Terrorist Organization

Dear Mr. Chairman: (Dear Representative:) (Dear Senator:)

In accordance with section 9021 of the Consolidated Appropriations Act, 2018 (Public Law 115-141), I transmit herewith a report on the United States Strategy to Defeat the Islamic State of Iraq and Syria (ISIS), which includes an analysis of the budgetary resources necessary to accomplish this Strategy. The Secretary of Defense, after consultation with the Secretary of State and the Director of National Intelligence, previously provided the report to the Congress on June 23, 2017. In addition and consistent with section 9021 of the Consolidated Appropriations Act, 2018, I also transmit herewith a report on the legal and policy frameworks guiding the United States use of military force and related national security operations. This report was previously provided to the Congress on March 12, 2018.
