Executive Order 8466—Authorizing the Appointment of Leland L. Tolman and H. Fred Martin, Jr., to Legal Positions in the Administrative Office of the United States Courts Without Compliance with the Provisions of the Civil Service Rules
By virtue of and pursuant to the authority vested in me by the provisions of paragraph Eighth, subdivision SECOND, section 2 of the Civil Service Act (22 Stat. 403, 404), it is hereby ordered that Leland L. Tolman and H. Fred Martin, Jr., may be appointed to legal positions in the Administrative Office of the United States Courts without compliance with the requirements of the Civil Service Rules.
This order is recommended by the Director of the Administrative Office of the United States Courts.
