Executive Order 8415—Authorizing the Appointment of Lyman A. Fillmen to a Classified Position in the Smithsonian Institution Without Regard to the Civil Service Rules
By virtue of the authority vested in me by the provisions of paragraph Eighth, subdivision SECOND, section 2 of the Civil Service Act (22 Stat. 403, 404), it is hereby ordered that Lyman A. Fillmen may be appointed to a classified position of instrument maker in the Smithsonian Institution without compliance with the requirements of the Civil Service Rules.
Mr. Fillmen has performed highly creditable and capable service for nine years in the private laboratories of the Smithsonian Institution, and it is desirable that he be appointed to the above-mentioned technical position, which is in the competitive classified service.
This order is recommended by the Secretary of the Smithsonian Institution.
