Executive Order 5599—Inclusion of Captain Washington C. McCoy in the Classified Service

It is hereby directed that Capt Washington C. McCoy, master of the U.S.M.V. Kilkenny, Bureau of Navigation, be placed in the classified service.
This order is issued on the recommendation of the Commissioner of Navigation, concurred in by (he Secretary of Commerce, in view of the splendid record of Captain McCoy, his exceptional ability as a navigator, faithful attention to duty, and interest in the service, for many years.
