November 25, 1929

Mrs. Germaine M. Finley may be appointed to an appropriate position in the classified service without reference to the requirements of the civil service rules.

Her appointment is recommended by the Secretary of State, who sets out that she is the widow of James G. Finley, who served in the Consular Service from 1917 at several European posts and died May 26, 1929, as Vice Consul at Havre, leaving his widow with two children, fifteen months and six years of age, and without means of support. He further states that Mrs. Finley is an experienced clerk, having served as general clerk and French stenographer in the American Consulate at Lille.
