Executive Order 5094—Authorizing the Appointment of William A. Kennedy Without Regard to Civil Service Rules
Mr. William A. Kennedy may be appointed an associate construction engineer in the Office of the Supervising Architect without regard to the requirements of the civil service rules. He served the Government in the construction of the Lincoln Memorial and the Memorial to the Women of the Civil War.
This order is recommended by the Secretary of the Treasury who states that there is difficulty in securing experienced men in the large building program and that Mr. Kennedy's services will be valuable.
