During the continuance of the war and until further orders, any services which American consular officers shall be called upon to perform under items 8, 12, 31, 32, 33, 38, 39, 40, 41, 42, and 43 of the Tariff of United States Consular Fees for any person in the military or naval service of the United States, shall be rendered free of charge.
