To the Congress of the United States:
In accordance with the Impoundment Control Act of 1974, I herewith report one new deferral of budget authority amounting to $11.0 million for the local public works program of the Department of Commerce. In addition, I am reporting a revision to a previously transmitted Energy Research and Development Administration deferral.
The details of each deferral are contained in the attached reports.
