SECRETARY OF HEALTH EDUCATION, AND WELFARE JOSEPH CALIFANO
SECRETARY OF HOUSING AND URBAN DEVELOPMENT PATRICIA HARRIS
ASSISTANT SECRETARY OF DEFENSE FOR MANPOWER AND RESERVE AFFAIRS JOHN P. WHITE
ASSISTANT SECRETARY OF HEALTH, EDUCATION, AND WELFARE FOR HEALTH JULIUS B. RICHMOND.
