Statement of Administration Policy: H.R. 5422 - Intelligence Authorization Act For Fiscal Year 1991

The Administration supports House passage of H.R. 5422, but will seek to restore the requested authorization levels in some programs during conference. Furthermore, the Administration urges the House to delete certain burdensome requirements contained in section 503. Section 503 authorizes the use of commercial activities as a cover for Defense Department intelligence collection activities.
