Statement of Administration Policy: H.R. 5371 — Continuing Appropriations and Extensions Act, 2026
STATEMENT OF ADMINISTRATION POLICY

The Administration strongly supports H.R. 5371, the Continuing Appropriations and Extensions Act, 2026. H.R. 5371 is a clean, short-term continuing resolution (CR) that would prevent a shutdown by funding Government agencies at current levels through November 21, 2025. The bill also extends authorities for key programs that would otherwise lose funding at the end of the fiscal year, including programs that support military veterans and Americans' healthcare.
Importantly, H.R. 5371 would provide additional time for the full-year appropriations process to continue moving forward. Indeed, just last week the House of Representatives agreed—by voice vote—to conference with the Senate on three appropriations bills. The Administration looks forward to working with the Congress to ensure its priorities are addressed in any bill that emerges from conference.
Failure to pass H.R. 5371 would result in a senseless Government shutdown that would be disastrous for the American people. For instance, key government services and activities would be disrupted, the Administration's ability to promote healthcare transparency and protect vulnerable Americans from predatory healthcare billing would be impeded, and eventually military families would not receive paychecks.
President Trump opposes a Government shutdown and every Member of Congress must support passage of this clean, short-term CR to keep the Government open as discussions on full-year appropriations continue. Opposition to H.R. 5371 is an endorsement of a senseless Government shutdown that the American people will not stand for.
If this bill were presented to the President in its current form, he would sign it into law.
