Statement of Administration Policy: H.R. 1919 - Anti-CBDC Surveillance State Act
STATEMENT OF ADMINISTRATION POLICY
(House)
(Rep. Emmer, R-MN and 135 cosponsors)
The Administration strongly supports passage of H.R. 1919, the Anti-CBDC Surveillance State Act. This legislation protects the financial privacy and constitutional liberties of every American. The United States will never allow the creation of a central bank digital currency (CBDC) that could be used to surveil, control, or deplatform American citizens.
H.R. 1919 ensures that unelected bureaucrats can never unilaterally issue a CBDC or weaponize a digital dollar to erode our freedoms. The bill would prohibit the Federal Reserve from developing or issuing a CBDC without explicit authorization from Congress.
This legislation is a bold affirmation of the American principle that money should be free from political manipulation and government surveillance. It sends a clear message: in the United States of America, financial freedom is non-negotiable. The United States will lead the world in digital asset innovation - without ever adopting the tools of a surveillance state.
If H.R. 1919 were presented to the President in its current form, his senior advisors would recommend that he sign it into law.
