To the Senate and House of Representatives:
Referring to my message of the 12th of March last, communicating information in regard to a proposed exposition of fishery and water culture at Arcathon, in France, I communicate a copy of another dispatch from the minister of the United States in Paris to the Secretary of State, and again invite the attention of Congress to the subject.
