Press Release - President Obama Announces More Key Administration Posts

WASHINGTON, DC – Today, President Barack Obama announced his intent to nominate the following individuals to key Administration posts:

•        Ann Begeman – Member, Surface Transportation Board

•        Richard A. Kennedy – Member, Board of Directors of the Metropolitan Washington Airports Authority

•        Rebecca Rapp – Member, Legal Services Corporation Board of Directors

President Obama announced his intent to nominate the following individuals to key Administration posts:

Ann Begeman, Nominee for Member, Surface Transportation Board

Ann Begeman has served on the Surface Transportation Board (STB) since 2011. Prior to joining the board, Ms. Begeman served as the Republican Staff Director for the Senate Committee on Commerce, Science, and Transportation, where she had served in other roles from 1994 to 2004. Ms. Begeman served as a senior aide on Capitol Hill for many years, playing a key role in the crafting of major transportation legislation, including the ICC Termination Act, which created the STB. Ms. Begeman earned a B.S. from the University of South Dakota.

Richard A. Kennedy, Nominee for Member, Board of Directors of the Metropolitan Washington Airports Authority

Richard A. Kennedy is President and Chief Executive Officer of Kencor, Inc., where he has worked since 1982. Mr. Kennedy was also Chief Executive Officer of Delco Elevator Equipment Sales, Inc. from 1994 to 1996 and Chief Executive Officer of Elevator Sales & Service, Inc. from 1978 to 1981. Mr. Kennedy was first appointed to the Metropolitan Washington Airports Authority in 2014. He was President of the National Association of Elevator Contractors from 2010 to 2011, and served on its Board of Directors from 2009 to 2011. Mr. Kennedy received an A&S Degree from Villanova University and an M.B.A. from Widener University.

Rebecca Rapp, Nominee for Member, Legal Services Corporation Board of Directors

Rebecca Rapp is General Counsel and Chief Privacy Officer for Great Lakes Higher Education Corporation, where she has worked since 2013. Prior to that, she served as a Circuit Court Judge Branch 16 for Dane County Circuit Court from 2012 to 2013. Ms. Rapp served as the Assistant Attorney General for Criminal Appeals for the Wisconsin Department of Justice from 2004 to 2012. From 2003 to 2004, she served as a Staff Attorney for The Children's Law Center in Washington, D.C. Prior to that, Ms. Rapp served as an Associate at Shea and Gardner from 2000 to 2003. Ms. Rapp received a B.A. from the University of Chicago, an M.S. from the University of Oxford, and a J.D. from the University of Chicago.
