Foreign pool report #1 - background on Orban Good morning, I'm your foreign pooler for the meeting between Hungarian Prime Minister Viktor Orbán and President Donald Trump. Orban is scheduled to arrive at the White House at 11:30 a.m. He and his delegation will then join a bilateral lunch in the Cabinet Room at 11:45 a.m. Orbán arrived in Washington on Thursday afternoon aboard a Wizz Air aircraft leased by the Hungarian government for the trip. He is accompanied by a large delegation including close advisers, cabinet members, members of the European Parliament, and business leaders. According to the Hungarian outlet 444, the delegation includes six ministers — among them the ministers of foreign affairs, construction and transport, national economy, defense, culture and innovation, and energy. After arriving in Washington, Orbán met with Eduardo Bolsonaro, the son of former Brazilian President Jair Bolsonaro. "We stand firmly with the Bolsonaros in these challenging times — friends and allies who never give up," he later wrote on X. Orban, and former Brazilian leader have long enjoyed a good relationship. In February 2024, Bolsonaro took refuge in the Hungarian embassy to avoid arrest but left after two days. Previous Visits: Viktor Orbán has made six official visits to the United States, according to the State Department's Office of the Historian. He attended three NATO summits (1999, 2012, and 2024) and the 2016 Nuclear Security Summit. Orbán has also been hosted at the White House twice — in 1998 and 2019. October 1998: Orbán met President Bill Clinton in the Oval Office six months before Hungary's accession to NATO. Clinton praised Orbán's "youthful, vigorous and progressive leadership." During the visit, Orbán gave Clinton a letter from a professor who had taught both of them at Oxford. May 2019: President Donald Trump welcomed Orbán to the Oval Office and praised his hardline immigration policies. Orbán emphasized shared priorities, including combating illegal migration and terrorism and protecting Christian communities. According to Hungarian FM Péter Szijjártó, today's meeting will mark the sixth bilateral engagement between Orbán and Trump. In addition to the 2019 Oval Office visit, the two have spoken multiple times on the sidelines of international events and by phone. "Hungarian Day in Washington" The Hungarian government is portraying Viktor Orbán's visit to Washington as "Hungarian Day in the U.S. capital." Pro-government media are calling the White House meeting historic. "The talks could mark a new stage in the golden age of Hungarian-Americanrelations," the daily Magyar Nemzet declared. Similar narrative is echoed by Hungarian pro-government political influencers. The tabloid news site Riposthighlighted Orbán's stay at Blair House, calling it "a sign of friendship and high regard," and noting that he joins a list of prominent guests hosted there, including Churchill, de Gaulle, Adenauer, Khrushchev, Gorbachev, Mandela, Walesa, Thatcher, and Queen Elizabeth II. "The elegant interiors of Blair House are worthy of hosting the world's most prominent leaders," Ripost wrote. The optics of the White House visit are expected to play strongly into Orbán's political narrative at home, presenting him as a respected world statesman and a man of peace defending Hungarian national interests. The trip comes just months before parliamentary elections, where for the first time since taking power Orbán faces a credible challenge. Recent polls show the opposition Tisza party, led by Péter Magyar, running several points ahead of Orbán's Fidesz. From Isolation to Embrace: The Biden administration maintained a cool relationship with Viktor Orbán's government, citing corruption, erosion of judicial independence, pressure on independent media and NGOs, and democratic backsliding in Hungary. U.S. officials also criticized Budapest for close ties with Moscow and Beijing and for blocking EU and NATO initiatives, including delaying Sweden's NATO accession. In response, Washington sanctioned Orbán ally Antal Rogán and restricted Hungary's access to the visa-waiver program. After Donald Trump returned to the White House in 2025, ties warmed. Sanctions on Rogán were lifted, and full visa-waiver access was restored. Hungarian officials framed the shift as the start of a "golden age" in U.S.–Hungarian relations. Before his Washington trip, Orbán said he is going to "open a new chapter" in bilateral ties, claiming Trump had repaired damage done under Biden. Foreign Minister Péter Szijjártó called the Trump era a "huge change" from Biden's "hostile" approach and noted that Trump considers Orbán a "personal friend." On the agenda: The main topics of the meeting will include the war in Ukraine, a possible Trump–Putin summit in Budapest, and U.S. sanctions on the Russian energy sector. Exemptions from Energy Sanctions Victor Orban in recent years deepened Hungary's reliance on Russian energy, sending billions of euros to Moscow since the war began. During his White House visit he is seeking an exemption for Hungary from sanctions on Russian oil companies, warning that the country could face fuel shortages. However, U.S. Ambassador to NATO Matthew Whitaker stated recently that Washington expects Hungary to abandon Russian oil and gas. Whitaker said that unlike many of its neighbors Hungary has not developed any plans or taken active steps to move away from Russian energy. He declared that the United States is ready to help Hungary overcome its dependence on Russian oil and gas. Ukraine Orbán's stance on Ukraine has shifted since Russia's full-scale invasion. Hungary initially opened its borders to refugees and provided humanitarian support but soon began obstructing EU sanctions packages and military and financial aid for Kyiv. Relations have since grown openly hostile. Orbán now claims that supporting Ukraine equates to "supporting war," portrays President Zelenskyy as ungrateful, and insists Hungary owes Ukraine nothing. Within the EU, Hungary stands out as an outlier on Ukraine and Russia. Orbán has echoed Kremlin talking points and has repeatedly slowed or blocked EU initiatives, including sanctions and aid packages. He delayed the €50-billion EU support deal for Kyiv, agreeing only after securing concessions on frozen EU funds linked to rule-of-law concerns. Ahead of his Washington visit, Orban's adviser Balázs Orbán said the war in Ukraine — along with economic, military, and energy cooperation — would top the agenda. He described the U.S. as a "neutral external player" seeking to end the conflict and suggested a planned "peace summit" in Budapest could be part of the solution. Trump–Putin Summit in Budapest While the summit has been canceled for now, Hungarian officials remain hopeful it will eventually take place in Budapest. Hungary has positioned itself as a potential broker in ending the war. "Hungary is in a fortunate position — leaders of neighboring countries do not have such an opportunity for negotiation," Foreign Minister Péter Szijjártó said. He described the planned U.S.–Russia meeting as a chance for "two important leaders of the global peace movement" to address peace in Ukraine". Viktor Orbán 61 years old Viktor Orbán has been Hungary's prime minister since 2010 and previously held the office from 1998 to 2002. He has led the Fidesz party continuously since 2003 and became Hungary's longest-serving prime minister in November 2020. In the 1980s and 1990s, Orbán was a liberal activist, co-founding Fidesz in 1988, calling for free elections and Soviet troop withdrawal, and studying at Oxford on a George Soros–backed scholarship. After Fidesz's poor showing in 1994, he shifted the party to center-right and became prime minister in 1998 leading a conservative coalition. After returning to power in 2010 with a constitutional majority, Orbán began building what he called an "illiberal state," strengthening executive authority, curbing democratic institutions, and promoting nationalist and anti-immigration policies. Analysts now describe Hungary as an electoral autocracy. Orbán defends his approach as consistent with the constitution and his electoral mandate. Ideologically aligned with Trump and the MAGA movement, he has co-hosted two CPAC conferences. In March 2024, Heritage Foundation president Kevin Roberts praised Orbán's leadership on "immigration, family policy, and the nation-state as a model of conservative governance". Orban and his wife, Anikó Lévai, have five children and six grandchildren. |

After POTUS's initial remarks Hungarian PM thanked for the invitation. „It's good to be back after six years away, again to see you here" – he said. At some point Trump asked Orban if he thinks that Ukraine can win the war. „Miracle can happen" – said Hungarian Prime Minister.
