Letter to Congressional Leaders Transmitting a Report on the Activities of the Soviet Union-United States Standing Consultative Commission

Dear Mr. Speaker: (Dear Mr. Chairman:)

In accordance with the Arms Control and Disarmament Act as amended by section 3(b) of the Arms Control and Disarmament Amendments Act of 1987 (22 U.S.C. 2578), attached is a classified report prepared by the United States Commissioner to the U.S.-U.S.S.R. Standing Consultative Commission (SCC) concerning the activities of the SCC during calendar year 1989. The report includes detailed information on all substantive issues raised by either party to the Treaty on the Limitation of Anti-Ballistic Missile Systems and the responses of the other party with regard to such issues during 1989.
