To the House of Representatives:

I transmit a report from the Secretary of State, with accompanying papers, ++ in answer to the resolution of the House of Representatives of the 27th of July last.

++ Relating to the case of Walter M. Gibson, held in duress by the Dutch authorities at Batavia, island of Java, on a charge of having attempted to excite the native chiefs of Sumatra to throw off their allegiance to the Dutch Government.
