To the Senate of the United States:

I transmit herewith a report from the Secretary of State and the documents* therein referred to, in answer to the resolution of the Senate in executive session of the 3d January, 1854.

*Correspondence with the Mexican Republic touching the eleventh article of the treaty of Guadalupe Hidalgo, and copies of instructions on that subject to the United States minister to Mexico.
