To the Senate of the United States:

In compliance with the resolution of the Senate of the 4th August, 1856, and 9th January instant, I transmit herewith a report from the Secretary of State, together with the documents+ therein referred to.

+Relating to the claims of certain American citizens for losses consequent upon their expulsion by Venezuelan authorities from one of the Ares Islands, while collecting guano.
