Special Message
December 15, 1856

To the Senate and House of Representatives:

I transmit to Congress an extract from a letter of the 22d ultimo from the governor of the Territory of Kansas to the Secretary of State, with a copy of the executive minutes++ to which it refers. These documents have been received since the date of any message at the opening of the present session.
